And in verse 17 we know it is the man of sin that God is speaking of...
The following verses describe different parts of the Trumpets and Bowl judgments.
First he speaks of Gog (the AC) rising with power with his armies. A good note here. There is no false prophet or is there. In Ezekiel 38 only 2 things are listed.
2 things are listed. Gog is listed and Gog's armies. If you have read other things I have listed on previous threads, there is:
1. the Beast of the Earth
2. the Beast of the Sea
In Revelation there is the:
1. False prophet
2. Beast from the Sea
Here in Ezekiel there is:
1. Gog
2. Gog's armies
Now I have explained numerous times before, the Beast from the Sea is the last empire which is Gog's armies. Gog is the Antichrist which is the False prophet.
Notice here there is no Leader and False prophet. Let us dispel this old unscriptural myth.
Rev 19:19&20
19And I saw the beast (singular, a man), and the kings of the earth, and their armies (here are his armies), gathered together to make war against him that sat on the horse, and against his army.
20And the beast was taken, and with him (a "him" is a person) the false prophet (this is two people) that wrought miracles before him (him...that's not an army, it's a person), with which he deceived them that had received the mark of the beast, and them that worshipped his (the beast, a man...again, you do not refer to an army as "his" or "him") image. These both (two people) were cast alive into a lake of fire burning with brimstone.

You are inserting AC into Beast. For a moment, think what Revelation says. Beast and False Prophet. Forget AC and leader.
If according to you, the beast is the AC, why the false prophet? God names only the man of sin. Not men of sin though all have sinned. Why is the beast from earth different then the sea?
The AC will have many work for him and we don’t know them. So if there are 2, as you believe, without inserting, show me a man out of a sea and show me what comes from the earth.
How about Daniel 7:3
When you read verses 4-6 they describe the empires from the sea.
Verse 11 who speaks pompous words? The AC called the horn. Not the beast.
In verse 17, thes are 4 kings (translated kingdoms) that arise out of the earth.
In verse 18 it’s stated and God will take that kingdom, the last empire kingdom, and it will be his forever.
Verse 23: the 4th beast is the 4th kingdom
Verse 24: 11 horns are kings that arise (men). One is the AC. Not the beast
Scriptural!
I should add: you keep saying 2 people. What you’re proposing differs from Daniel. Yes, both go into fire. The beast defined as the kingdom, should we list all its people? Does God need to? When the leopard was defeated did you call it a beast or Alexander? Cause the Bible says beast and Alexander was a horn. So how do you change it to fit your view! When Babylon was the lion beast and Nebuchadnezzar was the king, under your thought, he’s the beast and the leader. But that against n is not scriptural. A third time, Persia a beast and its king the leader but you for the last change that even though all 3 times we had 3 leaders and 3 kingdoms. Now we have 4 leaders and 4 kingdoms. Don’t add 4 kingdoms and 4 leaders and a prophet. Please read Daniel 7. It is a fantastic work.
